ALSACE - LORRAINE - Germany or France ?

My grandfather was born in 1891 in Mulhousen, Haut Rhine, Alsace Lorraine while it was under German control.  It bounced between German and French control and is presently under French control.
Can anyone advise whether records would be kept in France or Germany and if so where to write for
information on his parents?

My Great grandmother was also Alsace. As far as I know the records are kept locally.

Also, I had good luck in finding my Great grandmother's birth record through the LDS.
